[specimen] "Cut"?

What does this "cut" feature do in Specimen? Why does it have its own envelope? What do the "cut" and "cut by" parameters mean, and what do those numbers represent?

Is there some way to determine the loop points for a sample? So that it will loop not from beginning to end, but from point A to point B?
